I have a question.
It is often kept in mind to take senior officers in confidence while making decisions.
But what can be done if the senior officer denies to take such actions or permits to proceed ?
Example: if every student is carrying mobile in college without permission and one student asks the HOD for permission to carry mobile and HOD denies.
Is it justified?
