Kelsey Mitchell just resigned, so I think there will be more additions, but some will be from overseas. The Fever needs two things; players that can play defense and run.

If you didn't get in the playoffs, you get chances in reverse order of finish. If you have 5 teams not making it to the playoffs. The bottom team would get 5 entries in the lottery, the 5th worst team gets one chance. So please shut up until you actually learn something.
