Forecasting is only as good as the variables that are being used. If you have water usage and you don't include the sales of low flow toilet seats then you will project yourself with a flawed forecast that doesn't take into consideration the consumer infrastructure improvement factor. If you neglect to include the factor of increased consumer cost or consumer conservation, then it will not effectively be in the forecasting data. There is average data but there is more or less conditional data that matters. The data and change outside of the behavior of an unexpectedly high bill and seeing the change between their prior usage and the change in their post usage gives a stronger projection in a financially squeezed environment. Same with someone who has changed their behavior to where they are more or less minimalistic and conservationalists. This results too in more accurate data for sales projections versus average data because the mean is not always the average and the average will tend to congregate towards the best solution. The outliers are the data to watch and should be used in the projections.

Forecasting is a good thing to do, but you have to consistently update the forecast.
