If the button doesn't have enough pressure to "click", then the hit cannot be registered we call this "plaquer" in French If it does click but the light doesn't come on, then you might want To check the screws inside the tip, or the small spring on the endge of the tip usually white might want ajusting ( tighten it ever so slighly) , althernatively the might be a blocage in the tip so à sharp flat tap on the side of the piste may rectifie the problem Hope this helped, regards from France
Personally I never flick on shoulder. If you have to dive that deep, you should just lunge for more precision. I always aim my flicks between wrist and elbow for some harrasment. Personal preference I guess. Maybe in foil you can flick that deep since you dont have to worry about your own arm getting hit in the process.
Nouva Shenron the target area is different for each style of fencing foil: abdomen- where the lamé is epée: the whole body sabre: the upper body i fence epée so i’m not very well versed in the other two styles

You don't have to dive that deep. The video is showing flicks after parries. Which means these flicks are used when the opponent is moving forward.

i fence foil, in the metallic vest you can get hit in the whole back and over your shoulders :)
This is epee, the entire body is the target.
Foil = Hitting the bib is also valid but you must be in a certain category
