Strangely enough, button configs & picking colors count as "staying idle" in the Single Play menu. IIRC they also play out when you stay idle on the Character Select screen as well. Type Lumina also had those, and for some reason listening to them is an achievement in itself to unlock them in the gallery
They must take a significant time to trigger during the character select. I know I sat around the screen for a while and the characters didn't say anything.
