lane Vi info dump from vi cooker: E max first seems intuitive but unless your only hope is to out poke in lane then q max is usually better. The lower cd means your trade pattern goes from q-aa-e-aa-e into q-aa-e-q-aa-e, which makes you stickier and adds more disruption to your extended trades, letting you extend them even further. I also like titanic hydra as first item for tank lane vi; so much of vi's power is budgeted into her w and titanic lets you abuse the 20% armor shred and clear waves faster even without e max. Kind of cheesy but you can build locket on tank vi for an extra shield bash proc and to help your team safely jump on the priority target you use your ult on in team fights (not the greatest for solo top mentality but vi's 1v1 power falls off if you don't build full damage, you're better at locking down enemy carry then fighting enemy tank/bruiser). Eclipse is one of vi's best items because any time she hits anyone she is hitting at least twice, and the shield is another shield bash proc. Triforce into rage blade isn't very good but it's nostalgic and still deals enough damage to be playable. BotRK is fine but vi loves cdr so you can only really build it 3rd item, 2nd item at earliest. If you q past someone then flash onto them you can knock them backwards for mini insec. heartsteel is good into super immobile tanks where you can land the armor shred before the heartsteel proc, but still suffers the same issues heartsteel always has. Iceborn usually isn't very good, most of the time you'd rather just have triforce for the stat spread and the movement speed, which helps you stick on targets for more autos and w procs, even on tank build.
Also fellow Off Meta Toplane chef here: First of all, Q max is 100% correct in all matchups. Allows for safely taking Ignite TP and makes you super mobile. Also adds waveclear cause it does good AoE damage, just have to get used to aiming it W max Second is almost always correct and I in fact like rushing IBG to provide the neccessary stickyness, which is twofold important because being able to procc more W also gives more Passive and thus Shield Bash proccs. E max doesn't add much value apart from the CD reduction but as you correctly said, Vi likes stacking CDR anyways. Tear -> Fimbul is mandatory for Mana but luckily also one of the most busted items in the game and synergizes well with Vi cause Q and IBG procc it consistently, also adds tons of Shield Bash obviously I like IBG -> Steelcaps/Mercs -> Fimbul (if tear stacked, else switch with 3rd item) -> Unending -> Visage and last item very flex but I like Steraks if I need Tenacity or Eclipse. Against AP top I rush Specters Cowl before IBG Runes are either Grasp or PTA into ranged matchups for very strong short trades. Either way you definitely need Shield Bash and Revitalize (or Second Wind into heavy poke) from green either in Main or Secondary runes. When going Grasp I like Insipiration with Cookie and Cosmic Insight secondary and Conditioning instead of Second wind if Cookies provide enough sustain. Phase Rush is a possibility if afraid off early bullies like Darius, Voli, Riven, when playing smart Vi can win the matchups with Grasp, Ignite + TP is a huge advantage after all. It's obviously not the highest DPS setup, but base damage is quite high, similar concept to Tank Jayce. Peeling is also very strong thanks to Q spam, IBG perma slow, high % Damage, Armor shredd that makes your ADC melt their divers and of course Ult to catch up again should they dash to your carry. It's also easy to slot in more damage if your team lacks somebody that can go into enemy backline, Vi is extremely flexible build wise. Try it, it's quite strong against most toplaners ranked below GM ;)
