I have the same PC
Laptop WILL boot using the battery but WILL NOT boot when plugged in.
Power is getting to the board when plugged in I am getting power on 3v and 5v rail (as seen in video)
What could be the reason for it not booting off ac power

If there is no short after removing the ic then the ic is problem. When short is still there then problem is somewhere else..
