After Dexter removed the DNA evidence of Liddy's blood on Quinn's shoe, he definitely realised that Dexter is the real killer, realizing what is Dexter capable of : deception, thievery, manipulation and murder. And he probably connected the dots between Dexter and the Bay Harbour Butcher. After Dexter spared him of life sentence, Quinn started to turn a blind eye to some of Dexter compromised practices and stopped investigating him.
I think it's a possibility that he knew but realized that he was not in the right position to turn on dexter, due to the fact that he himself (in wanting to protect his stripper girlfriend) sabotage evidence to let out hitman Isaac sirko, which proved Dexter right about him being a dirty cop and that if he tried to go after him Dexter would possibly uncover his corrupt deed and use that against him so it was at that point they were at an impass, a mutually assured destruction type of impass! 😎😁😉🔥💯👍🏻

i think he was 50-50 , but when lindy died i think he 100% knew, and we see him over and over again saying ''i dont think its a good idea to talk or i am not talking'' and since dexter spare him he desided to just leave it, he knew he was corrupt cop and maybe potetionaly a target to dexter so he let it go, i aggre with season 8 when he kills saxon, quinn was perfectly fine even thanked him for killing him and batista was shocked almost like Maria was right, i think at that time batista stars wondering... So far, the only person to have lived that knew who Dexter was (or suspected who he was) that was after him was Angela. If she lives in Resurrection, I'll be surprised, lol. But yeah, I fully agree that Quinn knew, or at least had his suspicions about Dexter, but after what happened to Stan Liddy and Dexter saving his ass, he decided to just keep to himself. Quinn may not be the smartest person in the world, but he knows how to survive.
It would be great if after “The Call” Batista calls Quinn and had Quinn drive up and because of something he said he was leaving later that day, Quinn happens to drive by Harrison leaving goes to see what Harrison was doing sees Dexter on the ground and nurses him back to health and plays double agent to protect Dexter and sees him as a necessary evil and slides him cases, while keeping any heat off him from Batista and any other L.E.O. Thus an actual, true “Resurrection” of Dexter, His Code, and more importantly a return to the glory of what Dexter was.

If they want to make the comeback in resurrection it would be hella cool that we realize Quinn knew who Dexter was and then he betrays Batista to help Dexter escape or destroy some evidence and he pays the price of going to jail or something like that or Mathews has a lot of potential too
I definitely don't think he knew all along. But in the last episode, when Quinn and Batista caught Dexter killing someone for his own personal revenge. I think if the show continued and Dexter never tried to take off, those two would have probably eventually caught on. In New Blood, it seemed like Batista was more shocked Dexter was alive, and then he was to find out about him being the Bay Harbor. If Batista returns in Resurrection, I think it is going to be a very complicated story between him and Dexter.

There is a number of reasons why he wouldn’t begin to really suspect or out Dexter if he knew. One, he is a dirty cop and injecting himself into a major situation could bring a lot of stuff to light. His past with being paid off by the mafia, his involvement in Liddy’s death, and not to mention the money he steals from crime scenes. Secondly, his relationship with Deb got in the way. He didn’t want to ruin the relationship with the woman he ultimates loves over something that could lead to nothing. Thirdly, after him and Dexter’s little fight over him stealing the money, we see them start to make a relationship built on respect. They both dislike each other, but common ground allows them to agree on some things. Saving him from Liddy’s death was the straw that made Quinn fall to Dexter’s knees. Dexter did it out of self preservation, but Quinn saw it as a “friend” saving his ass. Lies built their relationship, but in the end it helped Dexter get away from killing the Brain surgeon. As Quinn and makes the decision not to pursue a clear case of murder, because he feels like he owes Dexter. With the extension of him loving Deb at the end.

He would rather mind to himself, then conjure up a possible shit storm with Dexter. That would only get Deb to hate him, the precinct to look at him wrongfully, and could ruin his career if he started targeting Dexter. Like any of the others who did. If Quinn wasn’t a dirty cop. He probably would’ve found Dexter out immediately. His dirty nature, love for Deb, and code of respect is what prevented him.
I think Quinn could be friend or foe in Resurrection if they bring him back. But if he's a foe, he'll go for the throat (might happen if he learns exactly what he did to Deb's body). I could see Quinn "helping" Dexter just to punish him himself.

I like your theory, it helps fill a few plot holes in the story. But this entire video really just feels like trying to come up with an explanation for what is most likely poor writing. All the seasons of Dexter after the fourth are infamous for dropping plotlines out of nowhere. And the Quinn investigation is one of those.
