I don't think TMM's problem is the knowledge of the other characters frames, his main problem with Lee is not knowing his own frames. When he players his mains he actually punishes a lot. Think it's like you said he just plays him casually.
Idk with mishimas he 112 punishes just about everything, with other characters i see him jab or drop the punish alltogether. I think he plays too many characters

TMM explained in a recent video why he does df2 flowchart all the time (can't remember the specific video but I saw it) Some high level players he knew 10-20 years ago explained to him how good df2 is of a move on most characters Often a fast natural or CH launcher and not very risky He was then taught the flowchart of step df2, functionally making it an "evasive df2" And he does the same with the electric

GM knows the properties, its just the way tmm uses df2 is like he is trying to shoe horn it to work where it wont and over relies on it. that's why he says that. Its understandable tho because tmm is just having fun and is not trying to be optimal.
I don't play Lee, so don't know right moves. But, only real issue I saw was the bad punishes. It wasn't that bad gameplay though and MainMan is entertaining.
ws1,2 gets you 3 more damage in combos but less wall carry, so its better to use it when there aren't any walls or the wall is closer. If the wall is really close just use 1,2 mist step for a slightly higher splat when f2,1 and f1+2 seem to risky for the final carry.

The most consistant way to get it in my opinion is after two b2 cancels if you started your juggle with 4,u3 then ws1,2 into whatever tornado you want
@vlastermaster i actually prefer ws 1,2 for more damage and i find it more consistent for me when i do b2 -> ws 12 -> b2 -> f21 or f1+2 (if wall is near) or tailspin with ws23 (if wall is not yet near)

i also have trouble doing KBd. How do you not crouch when hit D/B ? Thats my biggest problem when i try to KBD it loos like my character dashes back crouches stands up and dashes back again. I dont have any issue getting the free back input but i do do have a lot of trouble avoiding the crouch animation

He can def kbd. My guess is the Lee t8 timing is throwing him off. He was dancing w King too but never does with Mishimas.
