The soldiers are given an opportunity to write letters before they proceed for any war because they never know if they'll return. If they don't return, the Army Officer would send the letter to the family, providing comfort and closure for the family and the soldier. The Soldiers are also given an opportunity to talk to their families. Not sure how many could actually connect over telephone in 1999.
I read the letters from Kargil soldiers, and they brought me to tears...
