This mission is not so hard once you know what to do. I used the Yellow Mercedes car like in this video to get in front and then do grind damage. Best to avoid the BMW nearest to Tanner, its slow and it makes the mission much harder.

Nah, the first mission in Havana where you have to hijack the truck is the hardest
It took me 5 tries whereas "get jones to the airport" and "lenny gets caught" each took around 10 (on hard difficulty)
