FFXIV Stutter After Dawntrail Release

These videos were captured during Dungeon play in FFXIV after the release of Dawntrail. This happens everywhere in the game when skills are done. If the rendering of skill animations are all turned off, the stutters still happen.
The system is AMD Ryzen 3800x, 32GB Ram, SSD both system and game storage, 1Gbit Fiber Internet hardwired. Nvidia RTX 3060 graphics with latest nvidia drives as of July 1, 2024.
