Trump is not stupid, or a lunatic. He is a genius at branding and negotiation. Most of his most public positions are merely opening bids for negotiations with Congress and other countries (like Mexico, for example)---in a negotiation, you open with something outrageous in order to wind up with what you want. You do not open with what you want, since then your desire will be watered down in compromise. Career politicians generally state their true objectives while they're campaigning and this hurts their negotiating platform later---which is one of the reasons why they're so ineffective. Trump's plan is to garner support for his outrageous opening bids with which to thrash Congress after he (inevitably) becomes president. His current bravado is calculated---it makes potential supporters passionate and provides a strong negotiating position for when the dealing actually begins in earnest.
This plan does have the weakness of making him inflexible when answering questions about his policies, because he can't explain the logic behind them without damaging his negotiating position later.
