Any interaction with the public should by captured by body cameras. Officers should not be able to turn body cameras off. This is how cops continue to abuse innocent citizens and commit illegal acts.
body cams should be handed out at the start of the shift recording and returned the same. we can lock phones with no problem so there's no reason the police should be able to turn it off. No reason for the police to have any more interaction with the footage than that. should be handled by a separate entity.

As an older man, I can tell you that the change in police behavior after the advent of the body cam is very noticeable, and I've even seen a few of them lament that the "good ol' days" of not having them are gone. My very first interaction with a cop was for a speeding ticket when I was 17. I argued that my speed wasn't as fast as he was claiming. He ended the argument by threatening to find pot in my car. The corruption was so blatant and scary that it shocked me into silence.

See where this could be an issue? There might be a better answer or solution to this, such as automatic activation after leaving a car that is code-3 active. But unlimited access, with constant running data is not feasible. Regardless of how much people don't want to trust police officers.

If it "needs" a way to stop recording (ex, bathroom breaks), it should require a "high visibility" hardware key to be inserted AND would ONLY be allowed for bathroom breaks (or other specified circumstances that are NOT job-related - no stopping recording to have an off-camera discussion of the beating you just participated in).

The camera face forward from their chest and do not have a field of view that would be able to see any part of the wearer’s body other than those which could be extend out in front of the lens (hands and portions of the forearm and lower legs and feet if the were sitting of the floor with legs straight out in front of them. I’ve watched hundreds of hours of body cam forage and unless the camera is ripped off or detaches you almost never see any part of the wearer’s body. All the camera will record is the top of the urinal and wall behind it or the inside of the stall door if they are taking a shit. And if you are thinking about the privacy of members of the public in the restroom at the same time that is not an issues because cops do not use public facilities They will drive back to the statin or to another government facility nearby that has toilets not accessible to the public.
