Even if the water does have the cupcake wrapper on it with the straw in it, if the cup falls over, then the water will leak through the cupcake wrapper. Just sayin. :)
The salt makes the ice water colder and harder to melt, since adding salt increases the density of the water. It's not really complicated, if you add salt to ice it can cool down to -10F even when its really hot outside. I tried it myself.
