+ExtraLifeContinue? I couldn't tell you how exactly the person pulled it off since it would require some amazing reaction times, but the technical details of it are a bit easier to explain. There are many instances across all touhou games where a bullet's hitbox doesn't spawn until it's a certain distance away from its spawn point but still gives graze; this is especially common in SA and can best be seen in the famous Border of Wave and Particle safespot/supergraze. SA in fact is tailored towards people finding these spots and abusing them for graze count. Eternal Meek has a similar safespot, believe it or not. Much more precise in positioning, though.
Eh, the phrase is subjective. "Abusing" something for fun and profit is still fairly correct vocab. There is definitely a hefty element of memorisation and reflexes here, though.

The purple/dark blue walls spawn around her and go straight out, only the blue walls go in close to her, but they spin around her, so you can graze it if you spin with it once and then move down to dodge through the next wall. Nothing to do with the bullets not having hitboxes until certain distances, if not Shin would just sit right on top of Ichirin.
There is no reflex on this. Youmu is too fast to rely on anything complicated like this off of reflex, and interior dodge is all about reading, memorizing, and then some how executing what you know you need to do.

Timing out spellcards is not as common, since in some touhou games, the capture bonus far outweighs what spending that time grazing would achieve. If you want to see a touhou game that /truly/ makes use of graze for scoring, look up a WR run of PCB or SA. The graze strats used in SA are mind-boggling.
Better question: Do other games even have a graze counter? I don't play other STG's, but I doubt other games have that feel-good popcorn sound every time you graze masses of bullets at once.

I expected some Okuu attacks. Some of hers look super easy to graze!
But most of her bullets are either too big or scattered around which isnt that easy to get a supergraze.
The overall WR will have the point item value capped at her fight anyway and has no reason to graze anymore
