The supplier sends them in to build the display up to their specs & check in on it from time to time. So for example if Target sells Kit-Kats, whoever is Target's supplier/distributor or the company that owns Kit-Kat will send a merchandiser to do the display. Erik's wife is just a normal employee at Target lol.
