Paradox's music team uses a number of leitmotifs (frequently recurring bits of melody) in each different iteration of most of their games, so a number of the phrases will sound very similar if not exactly identical. A lot of the progressions are the same ones they used in the vanilla and Leviathan soundtracks. It's a method used by many composers to create a sense of consistency in their soundtracks without becoming too repetitive. It's a technique that's used in spades in the blockbuster film industry.
That's because this literally IS towards Utopia, just with A New Dawn added to the beginning the same way it plays during the loading screen and then main menu
