unhealthy does not mean unbalanced charms are not balanced but they are healthy because it prevents the game from being stale, which in turn, makes it healthy

I would say it promotes the game's health. Sure, you can say it promotes randomness, but TFT is already all randomness. I would say it promotes mastery. Learning the charms, like what times they they show up and what charms you or your opponents could get to change the outcome of a fight is a level of skill expression that TFT has literally never had. I've seen some complaints already like "Well if you hit the right charms then you just win" like yeah, obviously. If you hit the right augments you just win, if you hit the right units you just win. It's weird to complain about randomness in TFT in the first place, but especially when charms aren't even a permanent thing, they're supposed to be and designed to be "hit the right one and you just win THAT ROUND" instead of lucking out in past sets where it wins you the entire game. On the other hand, I can see why people might misinterpret it as unhealthy. Part of the core of TFT's skill expression at the moment is knowing the strength of your enemy's boards. Apart from some pretty rare cases (like a Radiant TG), boards in past sets have been extremely consistent. You build your comp, place your units and when you get stronger, the other team can find that information very quickly. When you star up a champ, the whole lobby knows. You can check your enemy's board and see their traits/augments/items at any time. Charms, especially in the late game on PBE at the moment, are the most fight-swinging mechanic TFT has had in a long time. Charms won't win you the game consistently, but they can win you fights at crucial times that you never would have otherwise. You can look at that and say "well that goes against TFT's core design", and yeah, it kinda does. But that's the point. Whether you like it or not, playing into Charms will be the best strategy this set, and ignoring them or just labelling them as "unhealthy" is reductive of the TFT team's decision to try a new design space in the first place.
