Hey Rawat ji, you have become a VIP in the hills. Good for you and us too. The issue of पलायन I think, is a complex issue. The very word itself suggests an action that was never intended. So hindi traditionalists need to find a better word. There is स्थलांतर which conveys the meaning in a better and more connected way. But I'm no expert. Village Panchali seems to be prosperous and flourishing. So migration is not justified. Or perhaps it has flourished because of it. You should know better. Traditional mud built row houses of gadwal, or similar wooden houses of northern Uk are now a thing of the past. They may be retained for posteriority, or as samples of architecture and their mode of construction codified and recorded.But essentially they need too many natural resources like wood and earth. Yes, they provide better insulation or longevity. Leaving aside employment, a lot more is required in uttarakhand. More facilities, better infrastructure, better roads and educational avenues, better agriculture, horticulture and implements. Better animal husbandry and better amenities to add value to its value and generate employment. Right now we are having dams to capture the hydroelectric potential. Once the fad gets over, maybe the governments will consider going in for such development. By then very few people or usable land would be remaining. Setting the tune for an influx and influence of outsiders. Not a very encouraging scenario.
The generation currently living in the village is mostly those whose husbands either worked in farming or had government jobs. Their children, the next generation, had to move to cities for work, and eventually settle there to provide better education for their own kids. So now, it’s mostly this older generation in the village, with their grandchildren and children visiting them from time to time. As for a solution, the first priority has to be better education, so that kids can at least stay in the village through high school or graduation. The government should encourage private players to set up good schools and colleges here. Agriculture and local employment come next, but holding onto the youth by providing quality education is the first step to stopping migration.
