This is classic Shao Kahn from the original games. Unfortunately MKs villains peaked with him so in later games it seems like he had to get down played to make the new big bag look better.

One, the laws of Mortal Kombat prevent gods from using their perpetual being in the tournament. Two, Shao Kahn is effectively a "god" in the sense that he has merged a multitude of realms together into Outworld's and become its emperor. This isn't even including the fact that he's absorbed the souls of billions, if not trillions, of lives, from these realms.
I’m starting to think Kung Lao was just created as a character to foil for Liu Kang. Fighting Styles, character, etc. Just to show how much better liu kang is.. plus it throws insult to the Shaolin fighting styles
