Doing a basic search it came up with some ways so you will just have to see what works for your situation. I don’t use windows pc so I can’t help you there but it looks like it is possible.
If we have a MacBook , why would we want to work with photoshop on iPad ? The reason we ask “ can we have full version of photoshop on iPad “ is because most of us can’t purchase both devices, so we ask if we get iPad, can we use the full version of photoshop, which the answer is simply no.
Yeah it would be nice if the iPad version had more features. I have tried a few different pen display tablets to get more of a drawing feel when working with photoshop on the computer but it’s not the same as working with the Apple Pencil and the iPad so when I saw that you can do this it was a way to combine the full version of Photoshop and be able to have the drawing ability of the Apple Pencil.
Photoshop for the iPad does not have all the features of Photoshop on a Windows PC. And using a mouse is much more precise, compared to using a stylus on the iPad. Photoshop on Windows can use lots of RAM to edit huge complex multi-layer 4k or 8k images. iPad would struggle with that.
Yeah I work from a Mac computer so I don’t know if there is an equivalent way to use the full version if you are going from a windows computer. What’s nice for this is the computer is still running the program but the iPad just acts as an extended monitor but you can still use some of the touch controls that get with the iPad
I’m not saying it’s the best option I just wanted to demonstrate that it was possible. I got a drawing tablet but didn’t like it. I know there are several options out there but I found I like connecting with my iPad vs using the drawing tablet I got

Actually you use iPad screen to use Photoshop on MacBook.
Naw might as well use your computer with a drawing tablet instead of using two computers
