Eventually, after he's done, he'll always returns to his cabin and may or may not go back into the forest to chop down more trees tomorrow. That is how alien the Observer is. Even a civilization like Doc/Oracle's, which has managed to reach the edge of the universe, couldn't detect a signal or figure out what in the living hell the Observer is. The only thing they know is that the Observer is out there, and it's only a matter of time before their world will be completely wiped out from existence

Not to mention how some can spread and multiply 100 times faster than the human civilization, and the fact that an alternate universe was destroyed by them.
