The Castle of Ioannina is built at the southeastern end of the city, on the small rocky peninsula that penetrates into Lake Pamvotida. It took its current form during the late Ottoman period, having incorporated much of the earlier Byzantine fortifications.
Although over time it received various reinforcements and modifications, the shape and size of the castle remained basically the same as those of the Byzantine period, with the difference that the outer walls were completely rebuilt by Ali Pasha.
In the 13th century, with the establishment of the Despotate of Epirus, Ioannina became the second most important urban center of Epirus, after Arta. The founder of the Despotate, Michael I Komnenos Doukas, rebuilt parts of the city walls and settled in the castle members of aristocratic families who had left Constantinople after the fall of the Franks in 1204.This gave the city a new demographic, economic and spiritual boost. Throughout the late Byzantine period (13th-15th century), the city of Ioannina experienced special development. Economic prosperity created a prosperous and powerful bourgeoisie that, as proved in many cases, had the first say in decisions about the course of the city.
At the beginning of the 14th century, the people of Giannio managed to free themselves from the hegemony of the Despotate of Epirus and the guardianship of Arta and handed over their city to the Byzantine emperor Andronikos II Palaiologos. In return, they received a series of privileges secured by two imperial gold bullions, of 1319 and 1321.These privileges applied to all the inhabitants of the city, lords and "commoners", and basically had to do with tax exemptions, such as the kommerkion (trade tax), the mitaton (the right of the army to buy cheap products), the deportation, etc. But they did not shy away from the responsibility for the "care and maintenance" of their castle.
Charles I Tokko (1372-1429) was a palatine earl of Kefallinia & Zakynthos and at that time was the most powerful Frankish ruler in Greece. Esau Boudelmodi was his mother's brother. The Toccos were of French origin rushing from Italy and were essentially now Greek.
Charles I Tokco died in 1429 and was succeeded by his nephew and adopted son Charles II. This succession provoked the reaction of the illegitimate sons of Charles I, especially Memnone di Tocco. Memnon sought the help of the Turkish Sultan Murad II, who willingly sent an army under the Grand Vizier Kara Sinan Pasha. The vizier came into direct consultation with the lords of the city, who after securing privileges for the inhabitants, agreed to hand it over to him. The agreement, which went down in history as the "Definition of Sinan Pasha", was admittedly auspicious. The Ottomans did not have the right to build in the castle even a mosque, ie a small mosque.
Karolos Tokko was not able to react and signed a humiliating treaty of surrender of the city with the payment of an annual tax of subordination of 500 ducats plus a gift of 500 ducats to each newly appointed pasha of Ioannina. He temporarily managed to keep the rest of his possessions, and remained for a while a Despot based in Arta.
Thus, on October 9, 1430, the city of Ioannina was handed over to the Ottomans.
The next episode in the history of the castle took place in 1611. At that time, Dionysios the Philosopher (or Skylosofos), former Bishop of Larissa, led an uprising in the area. The uprising was suppressed by the governor of the city Aslan Pasha, who was a janissary of Greek origin, while Dionysios was martyred in the castle of Ioannina. The consequence of the uprising was the abolition of privileges. The Greek population was expelled from the castle and the churches were demolished. The Aslan Mosque was built in 1618 on the site of the church of Agios Ioannis the Forerunner.
In 1789, Ali Pasha Tepelenlis became pasha in Ioannina. Until his death in 1822, the city of Ioannina experienced the most turbulent period in its history and the peak of its prosperity.
The shape of the castle of Ioannina is largely the result of work done during the days of Ali Pasha that was completed before 1815. Among other things, Ali Pasha built in Itz Kale, on the site of the Acropolis of Boeomund, his majestic greenhouse .
In 1913 Ioannina surrendered to the Greek Army. The castle, centered on Its Kale, is converted into a camp. In 1978 the castle site came under the jurisdiction of the Ministry of Culture.
