Possibly, but the number of cars and the models look like it could be closer to 1940 or pre-war 1941; possibly right at the end of the war. There are no ration stickers on the vehicles, and a civilian DC-3 was offloading passengers (commercial travel was shut down during the war except for very limited situations).
On Hollywood was clean no garbage on the street no overcrowding of cars and the sidewalk didn’t smell like pee all the time . In Hollywood Boulevard didn’t look like a shanty town.
Looks like 1946, as a theatre marquee seen in one shot advertises "Cornered," starring Dick Powell, which was released at the very end of 1945. This was probably shot with 16mm "home movie" cameras running at 16 fps, as some scenes show people walking unnaturally fast. It may also have been filmed in Kodachrome color, though I'm not aware of any color release prints out there. Kodachrome prints were very expensive, and few hobbyists could afford them, though rental libraries did buy some cartoons and travelogues in Kodachrome.

This would have to be 1944, as the Woody Woodpecker drawing at 3:26 represented his current cartoon, "The Beach Nut" (with Wally Walrus).
