The useDebugValue hook is a very simple hook that serves one purpose, but it does that one thing very well. Because of its niche nature most people don’t learn it, but this hook can make debugging and building custom hooks a bit easier which is why I recommend learning it.

what is the definition of a custom hook? is it the 'use*' function naming convention or return value is not a jsx element, or something else?
They’re basically functions that use state or other react hooks. They can only be used inside a react component.
Look up the Rules of Hooks in tbe React documentation. Custom hooks basically allow you to use React hooks like useState outside of a component.
If you're writing a function that doesn't use any React hooks, then it's a regular function and you don't need to follow the rules of hooks.
