There are even clubs we’re the ultra stand is split cause one ultra group is more right wing oriented and one more left wing. And yes choreos, banners, flags, etc. are all paid and organized by the fans. It’s funded by donations of the fans. At my club you can donate cash during matchday to the ultras or donate via PayPal or regular bank transfer. When the ultras want to do a choreography they have to tell the club and get a permission by the club/the league and police (at least here in Germany). Pyrotechnics are illegal tho. The club itself has to pay fines if the ultras use pyros. Knowing the chants is pretty common. Being a fan is more of a commitment here. At my club Hertha BSC from Berlin there are over 44000 club members so fans that pay a fee for a club membership. They’re eligible to for example vote the club president. Over 50000 come to every match on average eventhough were shit (currently last in the league). The ultra stand is around 7000 (lower stand) + 4000 (upper stand). The lower stand is always doing everything so when the ultras start jumping, all 7000 jump + many from the upper stand. In the lower stand you literally have to sing and jump. In the upper stand it’s not a must do but people wanna cause it’s almost impossible to get tickets for the lower stand of the ultras section. Me personally I don’t go to the stadium often (like 5 times a season from 17 home games) but I still know 99% of the chants. You just learn them when you go to the stadium cause you’ll hear them all the time. And the chants are mostly very short and memorable so they’re easy to sing and get as much people as possible involved. Main goal is to be loud

okay, so there is really no hazard here. stadiums are designed to be flexible to allow for jumping, the flares are just smoke in color the fire is very much controlled, the nets you mentioned are there to stop people throwing things on the stadium, because it makes the clean up very long and postpones the game. but. that doesn't mean there is no danger, the danger is actually outside of the stadium where the fights actually take place. ultras fight outside of game and that is why there is a lot of special police forces around the stadium and around the city because the fights do happen and it can be dangerous. but that is also becoming less of a problem as time passes. so all in all it when we finally control the actual violence it will become the most healthy and controlled way of expressing some of the aggression and experiencing some of the adrenaline and that people feel while avoiding actual damage.
It would be best to go to where ever there is a derby (a match between 2 teams which are rivals and are located in the same city) in Europe. Usualy in the day of the game the entire city is on Fire!
That's why so much money is spent on football and basketball. Politicians and the rich people, prefer the crowd to vent in the stadiums instead of them.
