Some of the characters do autographs! Even the human characters like a French policeman. I know the Donkey talking animatronic isn't a mascot, but I believe they have a stamper of his signature, that the guest can use to stamp on your autograph book etc, and same for the Minions or they hand out autograph cards.

The "How to Train Your Dragon" photo op is just a backdrop with Toothless. There are no actual characters in costume for that one.

I'm pretty sure they're still working on a Toothless character that can actually move i'd give them a few more months to get it done.
They have a Toothless, Hiccup, and Astrid meet and greet at Motiongate Dubai. And you can find them in Dreamworks Land.
