Just to check this I googled the distance of both the planets from earth and it turned out that venus is 45 million km and mercury is 77 million km away from earth. Please correct me if I’m missing something!
I think a mission is launched when the said planet is closest to earth on a day because of revolution, so I think in actual distance mercury is more far but in rare occasions when mercury or Venus is closest to earth, Venus's closest distance is more than mercury's closest distance. So mercury is more near.
