To activate a cheat, type the cheat as the name of your driver. If you are playing on Nintendo 64 type in the name, but do not press A at the last letter.
That kind of applies the same with The PlayStation one version I tried the maxed out cheat code and somehow I manage to not work even though I pressed the X button so I guess it kind of similarities

It's called a soundtrack. Different menus may have different music.
You can use them in single race, but they become disabled in circuit mode.

how do you get green bricks for the building mode? I just want to create Robin Hood and other secondary characters but I cant without the right parts.
No. Circuit Race just disables cheats. Same with Time Trials.
Circuit is for a fair race, and using cheats on Time Trial is just a cheap way of getting the 8th car set.
The cheats don't work in Circuit or Time Trial.
The cheats donr work on the n64 version of the game :(
It's PGLLYLL and not PGLLYLLW. I don't know why they omit the W in yelloW.
