Utsumi's Evol Driver was probably a weaker version of his using his knowledge of the Build and Sclash Driver. But given that Utsumi was remade into a cyborg after being shot by Gentoku, with this in mind it made sense Utsumi's body was able to taken in more power than the human riders and was probably tuned to match Banjou when Evolto took over his body.
In the episode evol takes over utsumi he says something along the lines of "the evol driver isn't as powerful when tuned to a human" meaning that utsumis isn't as powerful
My Evol Match would be Tora UFO. That would looks so cool! The long claws and stripes of Tiger along with a cape version of the UFO bottle’s mantle, twin versions of its shoulderpads, and the whole thing would just be awesome!
Here's a fun toy fact about the Evol Driver. If you use Tank and Lock along with the Rider EvolBottle. It can become an Evol form. EvolTank and EvolLock. The reason is because Tank is a Best Match with Rabbit and Lock is the Best Match with Dragon.

I like how Toei seem to also describe how the Evol Driver and Trigger Function in the show. Which is what I like as that is attention to inside detail about how they work. You should tried to do a video about Evol Trigger if you can and describe it inner-function as well. Kamen Rider Wiki really does translate it after all.

I believe Utsumi turned into Night Rouge twice in the series. He first transformed in episode 13 and a couple of times in the Best Match specials. But I'm pretty sure he didn't have a Hazard Level simply due to the fact he never underwent experimentation.

I can assure you Sento never made it to 5. He skipped the hell out of it with the pandora panel peice and went to 6 but he never made it to level 5. Think of it like Sento skipping grades cause he's smart. Also Shinobu Katsuragi told us about Hazard 7

Sai Dryer, the rider would have a heavily armored body with a crown made out of a horns. He would have a weapon similar to Mach's weapon but instead of a wheel, it has a horn on it and it can't function as a gun. The Dryer part comes in because he generate strong heat waves.
i really wonder if Evolto was as strong naturally or his invention was the one that gave him the power to absorb planets via black holes. The box itself seems to be the one that mainly does that and the other members of his species just steal Rider Drivers. I am thankful you say he's the best character in the show. Yes it is finally here OVER ZA REVOLUTION One of my favorites on the Evol Driver when an inorganic fullbotle in the driver summoning a weapon it is dope, possessing a rider can make his own evol form the evol trigger as well and Mad Rogue's henshin is so cool as well as Evol black hole.

If I were to get my hands on an Evol Driver and had to choose an Evol Match, I’d probably either go with Dragon and Robot (which I know isn’t a best match but goddamn would it be cool) or CrocodiCon, the Crocodile/Remocon best match that never got used or even acknowledged. For DragonRobot, I’m imagining something like Great Cross-Z, but with Grease’s gold undersuit and more mechanical dragon parts, with gears and pistons and other industrial parts around the elbows and knees of the suit. For CrocodiCon, I think it’d look kinda like a mix between Rogue and Hell Bros (but with the Engine half replaced with another Remocon half, so basically double Remocon Bros) with those blue gears on shoulderpads shaped like two halves of Rogue’s crocodile symbol and two columns of vents (three to five on each side) on the back, and smaller gears and rivets and stuff running down the arms. Basically, lots of unnecessary mechanical details and gears and crocodile jaw bits. Oh, and a cape with those jagged white lines on Rogue’s face and chest mixed in with cleaner, angled blue lines and maybe dark purple-to-black fade on the whole cape. Imagine how cool that would look.

I'll fully admit this is one of my favorite drivers. I really hoped it was used more, I at least wanted to see other EvolMatches besides BatEngine.
