Well the whole reason why she’s babying her is explained in the season finale. (Spoiler alert obviously) She raised Fran’s parents but babyed them too much so they were unprepared as an adventurers (at least that’s how her mind perceived that loss of two of her kids at the orphanage) Meanwhile with Fran she changed her tactics and while she did baby her some (such as accidentally killing an challenging monster fran wanted to murder) the two once they fought she recognized Fran can take care of herself, thus making her less fearful of Fran dying alone, that and her having Teacher there to protect her as she knows he’s an intelligent weapon after they revealed their secret to her
It's meant to be an evaluation of the D-Ranks' adventuring skills. If she led, the expedition would've been a total breeze. She's really only there for Fran anyway.
