I'm new to this too, so this may not all be technically correct but Docker is a program that makes it easy to share software between different machines - If you've ever tried to manually install Bioinformatics software on your machine, you might have run into problems with dependencies - bits of software that you need pre-installed on your machine before installing the Bioinformatics software you want (they can be especially troublesome when the dependencies themselves have dependencies!). Docker gets around that by creating an image/container which packages the software you want to run with all its dependencies. It's a bit like a virtual machine with everything you need pre-installed. Downloading docker depends on your OS - I can't speak for Mac and Windows, but on Linux it usually involves a few simple shell commands. If you're using Ubuntu or Linux Mint, there's a Docker distribution on the software manager you can get without having to use any shell commands.
