There are a few reasons. One of them is those self same dragons. The dravanians pose a big issue to garlemald as well. The others being that Gaius was basically going rogue at the time of ARR and his primary motive was to conquer eorzea to stop the spread of “eikons” (primals). His army wasn’t infinite and he wasn’t really gonna get back up (there was a big fight back in garlemald about who would be the new ruler after the old one died) so he had to somewhat pick his battles. Much easier then to take over the other nations THEN worry about ishgard. I’m sure there are other reasons beside but hope that helps!

We don’t know exactly. 1.0 had a story idea that ARR never used and is likely no longer the case. There are a few guesses one could make but beyond those guesses it’s uncertain and we may yet find out in the future more explicitly. -Elioaux
It was said in (some interview but I dont remember which one) that the story shifted at the end of Heavensward. They used Heavensward as a way to finish what was started with 1.0 and from here begin a new story which would remain faithful to what was already done and said but free of the burden of past stories and ideas. The whole Silverlake thing was part of the things they burried while shifting the story. Today we know it serves a new purpose but it doesnt seem quite what was planed during 1.0. Same goes with the Crystal Tower, allag, the ascians, the primals etc.

I know this is a late comment, but it may have been possible that he was protecting the gates to The Omphalos?
