This is the ad hoc tutorial on how to fix “IO ERROR: The network adapter could not establish the connection” error while trying to connect Oracle Database.

Two days I've been at this. Read through about 25 "README" files to no avail. In the Net Manager it showed my Host as an Oracle DB IP address instead of localhost and *voila*. When I added a new connection and entered the IP in the hostname instead of "localhost" I finally got it to work. Thank you so much. You've earned a like and subscribe!

My issue was I don't have a database associated with the listener in Database Services of my Listener in Net Manager, I created a new database, for the path it's: C:\app\"username"\product\11.2.0, and then restarted listener and it worked!

i followed every steps, but when i go to ping hostname part, it said packets: sent = 4, received = 0, lost = 4 (100% loss)
i think i've uninstalled some applications mistakenly when i was cleaning up my pc the other day
