@Just a small but significant corrections about CCLEX. Your guide, unfortunately, is quite ignorant about CCLEX. CCLEX is actually a local PPP project, a joint venture between the two LGUs of Cebu City and Cordova with MPIC (Metro Pacific Investment Corp.) who also owns and operates NLEX and SCTEX in Luzon. Duterte never had a project completed or even started in Cebu during his 6 years in office. CCLEX is the first local PPP project in the country. A local PPP project is a project initiated by local governments with private firms/corporation as its partner. CCLEX was proposed by MPIC to Cebu City and Cordova councils in 2014 and approved in August 2015 by the two LGUs. MPIC broke ground in January 2016. Duterte became president only in July 2016. Not a single proof or any news article published in any local and national media to support the claim that CCLEX is a Duterte or national government project.

One more correction. 'Bai' doesn't mean 'pre' or 'pare'. The word 'bai' is actually a unisex term of endearment, not only used for male persons as what your tour guide claimed, but also can be used for females, though not as common. He must not be a local Cebuano. 'Bai' actually is a shortened form for the Cebuano word 'abai' or 'abay' which means 'comrade'. While 'bai' is not commonly used in Cebu City to address females today, it is more common in rural towns and cities in Cebu.
