Hey there!It does include the player who the ball was dropped to, so only one other person needs to touch the ball before a goal can be scored.
Do you blow the whistle when the ball is dropped?
“You will blow the whistle to stop play. When you are ready to restart play, there is no need to blow the whistle again. Just drop the ball and resume play.”This is the advice I got while working with a current FIFA referee. Hope this helps!
