According to the current FINA rules (SW 6.4 and SW 6.5):
SW 6.4: "When executing the turn, the swimmer must touch the wall with some part of the body in his/her respective lane. During the turn, the shoulders may be turned over the vertical to the breast after which an immediate continuous single arm pull or immediate continuous simultaneous double arm pull may be used to initiate the turn. The swimmer must have returned to the position on the back upon leaving the wall."
SW 6.5: "Upon the finish of the race, the swimmer must touch the wall while on the back in his/her respective lane."

I did a swim clinic with Aaron Peirsol a few years back, and I remember him talking about this story. The reason the decision got overturned is actually because the official that disqualified him didn’t fill out the disqualification form in the correct language.

From the video you showed, it does not only show he spent too much time on the stomach but he did a dolphin kick, i got disqualified before doing a dolphin kick on the stomach when swimming backstroke.

You can do a dolphin kick in the process of doing a flip turn. You must not know how to do a flip turn.
