Found out about this same thing when I was in Japan with my parents about 2 years ago. Wanted to do it so badly but since I found out about it IN Japan I didn't have an international license. Now they're going through legal issues and I believe it's unlikely for them to continue, super bummed I quite literally missed my only opportunity.
