I always thought the lore would be that Jake and tricky (their related) got annoyed of their parents bossing them so they started this club where they go out and do some graffiti on the streets for like a way to be free with eventually as the show goes all the other characters join up and with the team getting bigger the officers are finding new ways to catch them
