Driving from Mexicali to Tijuana via Highway 2D. Didn't do too much research on the road so was completely surprised with the beautiful mountain pass along the way.
Its actually a very pleasant ride. You can even hit the lake up in the mountains just before passing tecate. Then youll exit through popolta/rosarito and up to tijuana.
Yes it’s very safe as long as you mind your own business and don’t go looking for trouble. And the roads are in excellent condition and the views aren’t too bad either!

Was there any fees at the checkpoints?
There were a couple toll booths but I think together it was about 100 pesos or so
I get very very terrible anxiety on mountain roads
