Past actions speak way louder than just saying the words "I'm sorry." Especially when they don't understand what they're apologizing for. You know they're only 'apologizing' trying to get out of trouble.
When someone says, "I'm sorry _if_ I upset you. Please give me a chance," be careful about giving them that chance. The proper way to apologize when you understand that you've wronged someone is "I'm sorry _that_ I upset you."
When you have a toxic family you have to find a way out ASAP. After living without the toxicity for a couple of months you'll come to the realization you feel much better now. And yes, those parents are actually toxic.

His mom did jack to get him help, and look how that turned out.
