That’s because Blues is Proto Man. In Japan he is referred to as Blues (named after a music genre). In America, he is referred as Proto Man.

Rock Man is Mega Man’s Japanese name. This is to play off of Roll, who’s name is the same in English, to create “Rock ‘n’ Roll”. The classic games loves it’s musical puns.

It goes on once the series goes into more sequels. Proto Man, Mega Man's older brother, is called Blues in Japan, and since Blues predates Rock and Roll, you get the idea. Bass and Treble are called Forte and Gospel in the Japanese games, and some of the robot masters have different names too.
Crash Man from Mega Man 2 is Clash Man in Japan, and in Mega Man 11, Impact Man and Bounce Man are called Pile Man and Rubber Man.
