This is absolutely gorgeous! I was wondering where you got that circular frame for the headpiece? I wanted to do something similar for my Halloween costume however I haven’t been able to find something like that.
So the overall piece isn't super heavy, but it is heavy enough to push the whole thing straight down. Then the combo of the front head band and the outer ring pressing against the back of the head makes it pretty secure.

You should be able to find them in any craft store- they're called "plastic canvas" and are usually used for weaving with yarn and a large needle.

It's a wreath frame. I get mine from JoAnn Fabrics, but you could probably find them at any craft or holiday supply store.
This headpiece is gorgeous but how is the headband enough to support all that?
