Hi Noel,
The curb you commented on is a design specific to the Toronto, Canada area. They place a curb 'foundation' which is what you see in the video. The man behind the machine is actually inserting anchors into the fresh curb. Those anchors and the groove help secure the top layer of curb when it is added later.
