Whenever you invade Austria and get to a certain town, the German AI has a trigger that transfers a majority of its soldiers to your front. I played as hist Italy and did some navel invasions and connected with Serbia and had forces besiegeing Vienna, but as soon as I took Zagreb, the German AI changed and focused me. When Austria took Zagreb back, the Germans all transferred back to their fronts.
I guess it's a safety trigger to prevent A-H from falling apart made by the devs, smart move, but it can be exploited, right? avoid Zagrev and take all that you can and make sure the germans will find a army ready for the strike

Serbia was actually very strong in WW1, they managed to resist Austria for a while before Bulgaria joined.
