All the cc can stop her ult And honestly it’s pretty easy to avoid. Spider-Man’s is no exception!

a more accurate list would be:
S tier - Doctor strange, Groot
B tier - Magneto, Hulk
F tier - Peni Parker
Doctor strange has the best ult in the game, insane mobility, insane burst damage and a shield which can block multiple ults
Groot has amazing area denial, good damage, HP pool is potentially massive and his ult is super strong
Magneto is like a worse version of strange with a pretty poor ult, but his damage out put is really good especially if you consider his team up. His bubbles can also enable people super well (scarlet witch ult)
Hulk is a really slept on character, he has the 2nd best mobility behind spiderman, can dive and create a lot of space, his shields for teammates can block lots of ults, his stun can allow you to take a tank out the fight for a couple seconds whilst you kill their backline. His best ability is his ult which can be used to save yourself and then continue to create space, his ranged ability goes on a 1 second cooldown and his stun does damage now, he can also take no damage and kill someone by grabbing them allowing him to contest objective for longer.
Peni Parker is like groot but 10x worse, she has no way of protecting her team and her area denial isn't that impactful. her damage is negligible and her ult is among the worst in the game if not the worst ult in the game. On top of that the maps in the current alpha are super bad for her.

Hulk is team dependent and Penny is map dependent. There is too much counter play for hulk to be successful and his damage output is laughable. Your aren't killing a backline with hulk you are feeding into endless cc and then running back away as banner, which is arguable worse than dying. Being bad doesn't make him slept on.
Penny destroys dive comps and her shift ALONE is stronger than holding choke points than most characters. Her ult can deny space and juggle heroes around the map. Her crowd control is best in the game.

Hulk is literally useless lmao, doesn't fit into any comp unless your team works entirely around you. Peni is slept on but restricted by map pool, but she has one of the most powerful CC abilities on the game on a short cooldown and can punish dive extremely well.
