Definitely a slight of hand, he didn't declare stir to add back but he did it anyway. Opponent needs to pay attention to those type of things. I am not saying it was intentional but it definitely doesn't need to happen at this point.

At 18,25 u can still activate dreaming town effect to book even if he destroyed your empen
