It's not a "prison" so to speak, in their meeting they said it was a "re-purposed" reading room that they turned into a holding cell. As far as those vials that "The Ghoul" uses is something new to this show, as far as I know (having only played Fallout 4), I've never heard of anything about non-feral ghouls have to use some kind of drug to keep from going feral. Cooper Howard WAS the face of Vault-Tec with his thumbs up, but SOMETHING happened that changed his mind: 1. Remember what the douchebag #1 said at the birthday party wanting to know why Cooper Howard was doing birthday parties then douchebag #2 say, "What else, alimony." 2. If you had let the closing credits play you would have seen a billboard that shows the image of Cooper partially covered over by the "cartoonish" Vault-boy figure.
Covering eyes WAY to much on lots of things..Isnt that good for a reaction channel, it irritates folks that the person isnt even watching..Seen other channels stall out or fail when person does that... Two people and Guy still watches so thats good. .Editing not to bad.. Keep in mind subscribers like to watch with in good sceens. Seem like good folks. Just trying help you out..
The enclave owned vault tech from way before the great war. The target is a runner from the enclave.
I wasn't aware that The Enclave directly owned Vault-Tec, but I'm pretty sure both are run by very evil people.

We've seen some central vault-tec observing stations and the like in Fallout Tactics
