Three things: 1. The socks should be all around the spill. One end should be layered on top of the end of another sock. 2. Oil is generally a hazardous waste so should be disposed of properly in the appropriate container. 3. The person should still be wearing gloves on both hands when putting the bag into the container.
This is a step in the right direction, but this kit won't help much if your fuel tank is torn open. Add a compact shovel and a bag of absorbant "kitty litter" and you may be able to form a dam to prevent further contamination until the environmental unit shows up.
